For public library systems (administrative entities) that offer ONLY books-by-mail service, the hours that the outlet is staffed for service are counted. Minor variations in scheduled public service hours are not included; however, extensive hours closed to the public due to natural disasters or other events are excluded even if the staff is scheduled to work.
