DEFINITION: This is the sum of annual public service hours for outlets.

Note: Includes the hours open for public service for centrals, branches, bookmobiles, and books-by-mail only. For each bookmobile, only the hours during which the bookmobile is open to the public are counted. For public library systems (administrative entities) that offer ONLY books-by-mail service, the hours that the outlet is staffed for service are counted. Minor variations in scheduled public service hours are not included; however, extensive hours closed to the public due to natural disasters or other events are excluded even if the staff is scheduled to work. Per capita figures expressed per 1 population.
