A lifelong Bay Area resident, Lofgren attended Gunn High School in Palo Alto, earned her BA at Stanford University and a law degree at Santa Clara University. In 1994, Edwards decided to retire after 32 years in Congress, and Lofgren won the Democratic nomination for the seat. San Jose is so heavily Democratic that her victory was inevitable. Lofgren was only the second representative of the 16th District (Edwards had served since the district's creation in 1963.
