History

The first permanent Anglo-American settlement in the Northwest Territory was founded here in the 1780s, and was called Bellefontaine (French for Beautiful Spring) at the site of a spring on the Kaskaskia Trail between Kaskaskia, Illinois and Cahokia, Illinois. In 1816, Emery Peters Rogers settled here and started a permanent store, mill, and quarry in this area which became known as Peterstown, after his name. Two historic buildings, the Peterstown House and Bellefontaine House, date from this era. Waterloo's history dates back to 1780, when settlers formed the first permanent American settlement in the entire Northwest Territory - Belle Fontaine, named for the beautiful spring that served as a stopping place for the French traveling between the two French settlements of Cahokia and Kaskaskia.
Waterloo received it's charter as a town on February 12, 1849 and the charter was amended in 1857 and 1859.
Waterloo became the Monroe County seat in 1825.
