The Reign of Terror, or simply 'The Terror' to Frenchmen was the stage of the French Revolution in which a highly centralized political regime originated the suspension most of the democratic achievements of the Revolution, and intended to pursue the Revolution on social matters. Its stated aim was to destroy internal enemies and conspirators and to oust the external enemies from French territory. (see also state terrorism)

Terrorism is defined in the U.S. by the Code of Federal Regulations as: "..the unlawful use of force and violence against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives." These acts appear to be intended to intimidate or coerce a civilian population, influence the policy of a government by intimidation or coercion, or affect the conduct of a government by assassination or kidnapping.
