Who's that guy in the police lineup? - By Telis Demos - Slate Magazine (661 words)
The investigating detective typically plucks lineup fodder—known as "fillers," "dummies," or "known innocents"—from the in-house lockup.
For an investigatory lineup, in which the detective susses out whether he's got the right man, the stand-ins usually get rounded up in about an hour—it's difficult to hold a suspect who hasn't been arrested for much longer.
A few police departments have tried to improve their lineup methodology by hiring outside consultants to pull fillers rather than detectives, who are often overworked and poorly trained in lineup design.
