SinCity has been made with such scrupulous care and obvious love for its genre influences that it's a shame the movie is kind of a bore.
SinCity is always moving on to the next thing, and despite surprisingly good work from its large cast (especially Rourke and Owen, who are both outstanding), the picture feels synthetic and artificial.
SinCity is a seedy tribute to rugged masculinity disguised as a rogue's gallery, all the better to please college boys who like their sentimentality slicked with grunge.
The Basin City Police are more or less along the lines of paramilitary or SWAT, as they have to deal with incredibly high crime rates and high gun ownership among criminals and civilians alike, which is why they have access to what most would consider "heavy weaponry" and full body armour.
