Rhode Island State Highway 78 is a numbered State Highway running 4.4 miles in Rhode Island. It is a divided super 2 freeway, known as the Westerly Bypass, taking traffic around downtown Westerly.

RI 78 was originally planned to extend to I-95 on the Connecticut side. At its US 1 terminus, a state maintained two-lane road continues south to RI 1A. Auxiliary Interstate Highways are given three-digit route numbers, which consist of a single digit prefixed to the two-digit number of a primary Interstate highway, to designate spur or loop routes branching from either the primary route or one of its other auxiliary routes.
States must also meet minimum enforcement standards for all federally mandated legislation (for example, minimum penalties for violation of these laws and a minimum number of per capita underage drinking convictions or a compelling explanation regarding why this number is not met).
In most states, the exit numbers correspond to the mileage markers on the Interstates (with an exception being I-19 in Arizona, whose length is measured in kilometers instead of miles).
Veterans Way (RI 78) (903 words)
In 2002, the Westerly Town Council and the Rhode Island State Legislature adopted legislation to rename Route 78.
The new name of the highway, "Veterans Way," was adopted as U.S. forces were shipped to Afghanistan after the terror attacks of September 11, 2001, and is named in honor of war veterans, police officers and firefighters.
About five miles of new highway were to have been built between Napatree Point and the I-95 junction, part of which may have utilized the southerly portion of the Westerly Bypass before running parallel to RI 3.
