Ramil Safarov is a lieutenant in the Azerbaijani Army. In February of 2004, while attending a NATO Partnership for Peace program, Safarov was arrested by Hungarian police for the murder of Armenian fellow participant Lieutenant Gurgen Margarian. Markarian had been hacked to death with an axe and a knife. A Budapest policeman commented that the murder had been conducted "with unusual cruelty," adding: "beside a number of knife wounds on his chest, the victim's head was practically severed from his body." Ramil Safarov is Azerbaijan officer who killed armenian officer in NATO camp in Hungary. Ramil Safarov has killed the armenian in unconsious state. There are several reasons. the first is Armenians have killed his very close relatives when they occupied his hometown Jabrayil in Nagorno Karabakh. In the NATO camp Armenians have burned Azerbaijani flad and annoyed him with special tackticks such as letting him to listen the voices of Azerbaijani hostages that were captured in Karabakh war which was between 1991-1994. According to the report of the doctors, Ramil was in unconsious when he killed the armenian. before that camp in Hungary Ramil had been in several NATO camps, where armenians were also present. However Ramil had never attempted to kill any Armenians. In the last camp, armenians officers' annoying actions and burning Azerbaijani flag have led Ramil so bad that he killed the armenian officer without being aware of that. The Armenian Defense Ministry identified the suspect as Lt. Ramil Safarov of Azerbaijan and the victim as Lt. Gurgen Markarian of Armenia.
The statement pointed out that Safarov's being an IDP because of Armenia's occupation of his native district, Jabrail, and also the facts that several of Safarov's close relatives were killed and his home was burned and looted by Armenian soldiers during the 1991-94 war, might be the reasons leading to the tragic event.
Safarov's parents, who are settled in a student dormitory in Baku's Binaqadi District after they were forced by the Armenian army to leave their house in Jabrail in 1993, said their son cannot be a murderer.

On February, 19, 2004 Azerbaijan Republic Armed Forces senior lieutenant Ramil Safarov was detained by Budapest police on a charge of murdering Gurgen Margarian, an Armenian officer.
Ramil Safarov was born 27 years ago in Jebrail zone of Azerbaijan.
The insults concerning Azerbaijani people have exhausted Ramil Safarov's patience, and in a condition of temporary insanity he splashed out his hatred for killed relatives and the outraged home on Armenian officer.
