Game appearances

In addition to the Pokemon series of games, Raikou also made a cameo in Super Smash Bros. Melee, in which he would come out of a Poké Ball. Once freed, Raikou would stand in place, surrounded by bolts of Thunder which damage everyone in their path except the character that threw the ball. Super Smash Bros. ...

In G/S/C/, Raikou randomly appears all over Johto once you awaken him in Burned tower. Your first encounter is entirely by luck. You can track him, but he will most probably "jump" somwhere else once you get there. If you're fast enough, you might catch him. If you do, he will run away before you can attack. A high-speed Pokemon with a sleep-inducing move holding the Quick Claw is a must in this situation. A Master Ball is also helpful.

If you chose Squirtle in FR/LG, Raikou will appear. As in G/S/C, he will hop about. Catching him is not an easy task. If the move Mean Look or Block is used, he will try to make an excuse for himself to run by beating all your Pokemon.

Pokemon Crystal Pokemon of the Day: Raikou (#243) - IGN FAQs (1249 words)
Raikou will continue to appear like this until you either capture him or make him faint, at which point he'll no longer be available on that particular cartridge.
Raikou's Special Attack is fairly impressive and he does receive STAB for the move, so be sure to give it to him if you happen to have access to Crystal.
Raikou is fast enough to pad his decidedly average Defense with Reflect BEFORE an opponent can hammer him into the ground with a godly physical assault, and the move also turns Raikou into something of a pseudo-passer.
