The movie centers on NYPD detective Gino Felino (Seagal), a lifetime Brooklyn resident who is in the midst of getting divorced from his wife Vicky (Jo Champa). One day, when about to play with his son, when he gets a phone call saying that his best friend and partner, Bobby Lupo, was murdered right in front of his family by Richie Madano (William Forsythe), an enemy since childhood. With his friend dead, Fellino is now out to kill Madano by any means necessary, and to take the control of his neighborhood back from Madano and his cohorts.

Most of those responsible have not yet been brought to justice, although the government has said it is holding some 400 soldiers accused of unlawful killings and other abuses.
As pointed out, the difficulties caused by the collapse of the judicial system are seriously damaging the protection of human rights and may also hamper the ability of the Rwandese authorities to provide the information and support which the International Tribunal for Rwanda will need to bring suspected perpetrators of human rights abuses to justice.
If justice is not seen to be done, it is feared that the Rwandese people will increasingly take justice into their own hands.
