The People's Commissariat for State Security (Народный комиссариат государственной безопасности) was the name of the Soviet secret police force existed during February 3, 1941July 20, 1941, from 1943 to 1946, and then renamed into the Ministry for State Security.


It was formed from the GUGB (Main Directorate for State Security) of NKVD. The Directorate then became a full People's Commissariat (equivalent of "ministry").


It was headed by Vsevolod Nikolayevich Merkulov.

Following the outbreak of World War II, the NKVD and NKGB were reunited on July 20, 1941 and counter-intelligence was returned to the NKVD in January 1942.
