History of the forms

The most common snake hieroglyphic was used in Egyptian writing to stand for a sound like English 'J', because the Egyptian word for "snake" was djet. Ñ (lower case ñ) is a letter of the modern Roman alphabet formed by an N with a diacritical tilde.
Historically, ñ represented a double N, "nn": the tilde over the n was shorthand for the second n, one written over the other, as in the Portuguese nasal vowels.
Anglicisation has been considered by some to be an undesirable form of language contamination, who argue that there is no typographical reason to "misspell" a loan word by replacing the ñ with a different one.
