Plot

The movie is based on the true story of the world famous Windmill Theatre in London. Eccentric 70-year-old widow Mrs. Laura Henderson purchases it in the 1930s and appoints autocratic manager Vivian van Damm. They start a continuous variety review called 'Revudeville', but after other theatres in London copy this innovation, they begin to lose money. Mrs. Henderson suggests they add female nudity similar to the Moulin Rouge in Paris. This is unprecedented in the United Kingdom. The Lord Chamberlain reluctantly allow this under the condition that the nude performers do not move so it can be considered art. Mrs. Henderson and Mr. van Damm frequently clash and squabble, but also show great appreciation of each other. The Windmill Theatre, later the Windmill Club, was a famous West End theatre in Great Windmill Street, London. ... Since the theatre is below street level, it is relatively safe during the bombing of London and performances continue. Eventually, the authorities want the theatre to close because of the danger of crowds gathered in the street by the theatre. However, Mrs. Henderson successfully argues that for soldiers going to die in the war, this is the last chance for seeing female nudity. Henderson decides that she will follow the example of "real" art, and have her girls disrobed on stage as a series of static tableaux - those are real breasts, but since they don't jiggle, they must be art.
Henderson refuses to shut the theatre because the thing a boy needs to see before he goes off to uncertain death at the tender age of 19 is a naked woman to cherish in his mind as the bombs blare around him.
Henderson is wise to the desires of men, especially those old enough to fight for their country but not so old as to have experienced life's carnal pleasures.
