MSConfig, or System Configuration Utility, is a boot configuration utility bundled with all Microsoft Windows operating systems released after 1995 except Windows 2000. Windows 2000 users can download the utility separately, however. This tool modifies which programs run at startup, edits certain configuration files, and simplifies controls over Windows services. If I press the shift key and hold it down and listen for 13 clicks then the computer makes a ding sound and then the keyboard works like itÂ’s suppose to with no problems.
I have disabled everything in msconfigs startup tab with no success.
I have looked at all the processes that are running and cannot find anything that would be causing this keyboard problem.

You may also ask the user to delete the MsConfigs folder there.
As far as I know, that folder is useless.
