Prince Edward Island is Canada's smallest province, in both physical area and population, with an estimated population of 134,557 spread over an area of 5,660 square kilometres in 1996.
In that year the Prince Edward Island Supreme Court ruled that the 16-riding, dual-member legislative arrangement violated the constitutional principle of one-person-one-vote because of the wide variance in population between larger and smaller ridings (as high as 180 per cent between the most and least populous constituencies).
