The municipality coveres 214 km² and includes the communities of Asunción, Isabel, Realengo and San José.


The settlement was founded in 1849 on the location of an old ranch called Bemba. It took the actual name in 1870, honoring the spanish writer Gaspar Melchor de Jovellanos.
