The constellation Capricorn is to the SSE almost midway up in the south at 11:00pm CDT and the NE part of it that Neptune is located in still doesn’t set until near 5:00am.
You are more apt to spot it through much less expensive and steadily-handheld binoculars (7-12x magnification) as it forms a binocular pairing with the +6.9 magnitude orange star of SAO 164301 only 2 tenths of a degree to its SSE then.
Neptune is the fainter “star” further NNW (up) from it; this binocular duet is right between IotaCapricorni and orange +5.1 magnitude star 29 Capricorni.
