Tsukino Ikuko, Usagi and Shingo's mother and Tsukino Kenji's wife, is introduced in Act 1, Volume 1.
Ikuko is totally dedicated to taking care of her family members and Luna, and later in the story line is brainwashed by Chibi-Usa who makes the woman think that the pink-haired child is Usagi's little sister.
Although Ikuko is rather strict towards Usagi when the girl does not do well on her tests, wastes her time reading manga, or does not do her homework and study her lessons, Ikuko is a very good and kind person, and wants the best for her children.
