Richardson was a natural choice to take over HEW both because of his previous experience working in HEW during the Eisenhower administration and because of his reputation for being able to manage difficult bureaucracies.
Richardson distributed a memo to his managers titled "Performance Priorities," in which he wrote, "My most important task must be an attempt to bring the monster under democratic direction and control." His priorities would be welfare reform, development of a multifaceted health care program, and the operational integration of human services.
Richardson was succeeding in his primary goal of convincing the public that the criminal justice system can effectively expose the shoddy side of government and the political process, Green wrote.
