A race of fish that operate on land via humanoid robotic exoskeletons, the Drakons are a brutal galactic empire. Leadership is split between multiple Great Houses, with the mightiest being the Houses of War, Magic and Knowledge. The House of War uses the stone robot Sentinels and the mighty Prosecutors to enforce its will, with the Prosecutors wielding powerful devices known as Drakon Swords.
Long ago, the Drakons invented Chaos Energy, but were unable to control. They then invaded ancient Mobius, then ruled by the echidnas, and discovered that the emeralds in the echidna's Sacred Emerald Mines could be used to safely store Chaos Energy. The seven Chaos Emeralds were created and then stolen by the echidnas, who refused to allow the Drakon's to wield such power. The Great War erupted, of which little is known except that the Drakon's never got hold of the Emeralds but the echidnas completely vanished.
The Aquatic Ruin Zone is the remains of a Drakon outpost, as is Flickies' Island. A 'Mobius Ring' was left on the island, allowing Flickies to warp from Planet Drak to Mobius. The Drakon's figured the primitive Mobians may one day advance to the point where they could be a threat to the Empire, so they left the Mobius Ring for the Mobian's to eventually find; when Robotnik began experimenting with it, the Drakon's knew that Mobius had become a potential threat and immediately stepped in to remove it.
Emperor Ko-Dorr, head of the House of War, realised that Robotnik could help him locate the legendary Chaos Emeralds and use their power to overthrow the other two head Houses. He set Robotnik free and worked with him to gain the Emeralds; Robotnik betrayed him, using the Drakon's to take out the Floating Island's security systems so he could get the Emerald's for himself. After that heavy setback, Ko-Dorr never returned to Mobius; Sister Haggra and Master Scholar, heads of the Houses of Magic and Knowledge, discovered his plot and removed him from power, putting a puppet ruler in his place.
Drakon society is highly militaristic and their justice system is entirely based around trial by combat- if the defendants kill the Prosecutor, they're considered innocent. Sonic was put on trial by combat and was one of the very few defendants in history to actually win. He's become a minor celebrity on Drak as a result, as citizens are astounded by this alien being innocent.
