Wollheim, believed that the moniker lacked commercial appeal, so Downbelow Station was selected as the title for publication. Plot

Set in the final days of the Company Wars, Downbelow Station opens with Signy Mallory escorting a fleet of refugees from Russell's and Mariner stations. Similar convoys continue to arrive with other Fleet Captains from other stations, causing massive population movements of Pell's own citizens as they move to accept the refugees.


Fearing Union infiltrators, Pell locks down all refugees in a Quarantine Zone, later referred to simply as Q.
