Complex cells can be found both in the primary visual cortex (V1) and the secondary visual cortex (V2). Like a simple cell, a complex cell will respond primarily to oriented edges and gratings, however its receptive field cannot be mapped into fixed excitatory and inhibitory zones. Rather, it will respond to patterns of light in a certain orientation within a large receptive field, regardless of the exact location. These cells were discovered by Torsten Wiesel and David Hubel in the 1960s. For these purposes a closed cell is a topological space homeomorphic to a simplex, or equally a ball (sphere plus interior) or cube in n dimensions.
A general cell complex would be a topological space X that is covered by cells; or to put it another way, we start with a space that is the disjoint union of some collection of cells, and take X as a quotient space, for some equivalence relation.
Then since closed cells are compact spaces, we can be sure that their images in X are also compact, closed subspaces.
