A Chemical plant is an industrial process plant that manufactures chemicals, usually on a large scale. Petrochemical plants are usually located adjacent to an oil refinery to minimize transportation costs for the feedstocks produced by the refinery. Specialty chemical plants are usually much smaller and not as sensitive to location. A process is a naturally occurring or designed sequence of operations or events, possibly taking up time, space, expertise or other resource, which produces some outcome. ... Several proposals to require all major chemical facilities to improve their security are pending in the Republican-controlled Congress, where similar bills have died in each session since Sept. 11, amid heavy resistance to imposing new regulations on the industry.
Chemical plant owners themselves, he said, should be left to make decisions about how to secure their own facilities, so long as their plans meet the government's performance standard.
