660-A-2003 -- Complaint - Cargojet Airways Ltd. (1190 words)
On October 29, 2003, Cargojet addressed the submission filed by AllCanada by stating that AllCanada is not a party to the proceedings, that the issue raised pertains to the relevance of comity and reciprocity, and that it would leave it to the Agency to decide whether to accept AllCanada's submission.
Cargojet maintains that, pursuant to authorizations granted by the Agency on September 10 and 24, 2003, Polar Air was limited to operating flights between New York/Halifax/Liège (Belgium), but was in fact operating flights via Liège to Incheon (Korea).
Cargojet submits that, based on a "News Flash" issued by Northstar Worldwide Inc. (hereinafter Northstar), the charterer of Polar Air's aircraft, Polar Air would be operating a weekly B747-400 direct flight to Incheon, Korea from Halifax commencing September 21, 2003.
