Composition

Of the total of 71 elected senators, 40 are elected directy, 21 appointed by the federal parliaments and 10 senators are coopted. The overall distribution of seats between parties is however determined by the direct election results.


Directly elected members

A total of 40 are elected directly in two constituencies: 25 by the Flemish constituency and 15 by the Frenchspeaking constituency. The inhabitants of Brussels and the surrounding part of Flanders (Brussels-Halle-Vilvoorde) can choose for which constituency they want to vote: they have the lists of both constituencies on one ballot. Brussels-Halle-Vilvoorde (often abbreviated as BHV) is a contentious Belgian electoral district in the center of the country that encompasses both the officially bilingual Brussels-Capital region as well as an officially unilingual Dutch-speaking area, Halle-Vilvoorde, around it. ...


Regional legislatures-appointed members

A total of 21 are elected by the regional parliaments: 10 by the Flemish Parliament, 10 by the French Community Parliament and one by the Germanspeaking Community Parliament. The Germanspeaking senator is chosen by plurality; the other senate seats are distributed between parties using the direct election results.


Coopted members

A total of 10 are coopted: 6 by the already elected 35 Flemish senators and 4 by the already elected 25 Frenchspeaking senators. These seats are distributed between parties using the direct election results.


Members by Right

These are the children of the King, older the 18, or if there are none, the Belgian descendants of the main branch of the Royal house. Having reached the age of 21, the Senators by Right are in theory entitled to vote, but in practice they do not cast their vote and are not counted towards the required quorum. Therefore, to pass a valid vote, 36 of the 71 senators have to be present. In law, a quorum is the minimum number of members of a deliberative body necessary to conduct the business of that group. ...
